A cloud network typically comprises a minimum of three dedicated servers with network-attached storage. The storage is attached to each dedicated server and, a hypervisor is installed.
Virtual servers are created using the network-attached storage like a hard drive so, the storage is available on each host. If one host falls offline, the virtual servers are moved to an online host. You can achieve the same results by removing the network-attached storage. This is called a high availability cluster. On these clusters you can create Linux and Windows KVM virtual machines and also LXC containers.

If one of the host's running on the cluster fails. All virtual servers will be fenced and moved to one of the redundant hosts whilst the failed host is fixed in the background.
To host 20 virtual servers on Azure, the cost would be around £1,200 per month. With a high availability cluster you can cut this cost to around £800 per month. Saving over £4,500 a year.
The resources on your high availability cluster are private. You can choose to add new hosts to your cluster if you require further resources. You can also detach hosts from the network.
